Code compliance certificate questions

Project completion questions

Capture the date of completion and confirm the general classification. The system defaults your selections from your building consent to the form.

Date of completion Must be set to a date marking the completion of work on the project. Select the calendar button to select a date from the drop-down calendar, or enter a date using the date format yyyy-mm-dd, for example: 2023-07-01.
What is this building's general classification? Identifies a broad category for the structure. The categories relate to Building Code A1 Classified uses.

People and roles questions

You can add people as participants to an application or consent to:

  • assign key roles in the process, such as agent, invoice payer, owner or owner contact

  • record a functional role in your building work, such as adding an architect, electrician or plumber

  • give them access to view, edit or manage the application, for example to upload required documents or to confirm information set on the application

When you add a person to an application with view or higher access levels and:

  • the person is an existing Objective Build user, the system notifies them they have been added to an application via the notification option set on their profile.

  • the person is not an Objective Build user, the system sends a notification by email. The person must register with Objective Build to access the application.

Locked applications

When you submit an application, Objective Build locks the application to prevent change while the building consent authority (BCA) checks your application. In this case, you can change the key agent, invoice payer, owner contact or owner roles only when there is an active vetting request for information (RFI), as the system unlocks the application for editing during the vetting RFI process.

Once the application is lodged and accepted by the building consent authority (BCA), you can modify participants and roles as required.

Access levels

No access Use to include participant details in applications without inviting them. They cannot view the application or consent and do not receive any notifications.
Read only Applicants are notified when added and can look at all content on an application including uploaded files. They cannot edit content or delete files or submit applications or RFI responses. They do not receive other application notifications.
Edit Applicants are notified when added and can view all content including uploaded files. They can modify content, including modifying RFI responses. However they cannot submit applications or RFI responses.
Manage Applicants are notified when added. They can view and modify all content. They can manage participants. They can submit applications and RFI responses.

Legal description questions

Provide details of ownership of the property and legal description of the land. The system defaults your selections from your building consent to the form.

Has the ownership changed from the building consent?

If the owner of the property has changed from the building consent, then you must provide new proof of ownership. Select Yes to see the proof of ownership questions.

If ownership has not changed, then you do not need to provide any ownership information. Select No (the default option).

Note:  When you submit your CCC application and the system generates the legislated Form 6, the system compares the details of participants with ownership roles on the application with those on the building consent. If there are any differences (including any contact details), then the system includes the details of the owners in the Form 6. The system does this irrespective of your answer to Has the ownership changed from the building consent?

Proof of ownership Questions indicate the type of evidence you will attach to your application to prove the ownership of the property. You must be able to show ALL the registered owners of the property. When uploading proof of ownership files, you must ensure the files are no more than 3 months old. Your BCA is likely to issue an RFI asking for more recent proof of ownership. If you load a file older than 3 months, the system displays a dialog listing the files that are too old, warning you of the likelihood of an RFI and asking you to either cancel or select to keep the file.
What type of proof of ownership are you providing?
  • Record of title is the most common evidence of ownership. A record of title identifies the legal owners of a property, as well as the property's legal description and any rights and restrictions registered on the title (such as mortgage, easement or covenant).

    You can request a copy of the records of title for properties affected by your project from Toitū Te Whenua Land Information NZ.

  • Other displays a list of other accepted forms of proof of ownership: Lease agreement, Sale and purchase agreement or Other document showing full name of legal owner.

Please check with your BCA or council which other types of proof of ownership they accept.

Do you want your Building Consent Authority or Council to supply a copy of the Record of Title? Is available when your BCA or council offers a service to supply the code of the record of title for you. There may be a fee for this service.
Legal description of land where building is located Questions identify the land affected by the building work. Your building work may involve one or more parcels of land, and you must provide the details of all parcels.

Lot numbers and deposited plan (DP or DPS) numbers

Are commonly used legal identifiers for a parcel of land.

Under the land transfer system, each parcel of land is described as a Lot on a Deposited Plan, for example Lot 1234 DP 4567. You can find legal descriptions on rating valuation notices or rates demands. You can also search maps on

Do not have Lot or DP numbers?

Select this option when you need to provide another legal description instead of Lot / DP numbers. When this option is selected, Lot / DP numbers are set to read-only and Other legal description is made mandatory.

Valuation roll numbers

Identify parcels of land on which valuations are based for calculating rates. The valuation roll is maintained by territorial authorities for each district and is available online for some authorities. Valuation roll numbers are available on rating valuation notices or rates demands.

Other legal description

Provides for any other identifying descriptions of the land when you do not have the more commonly used identification information or to clarify scope of the information provided, for example where the affected property sits on multiple parcels or is to be subdivided.

Does this application include subdivision?

Select Yes when the land is already or will be subdivided and provide more details.

Has a Section 224 RMA certificate been issued?

A section 224 certificate confirms a survey plan has been approved under section 223 of the Resource Management Act 1991 (RMA) for the subdivision and that all subdivision conditions have been met. You need this certificate to request a Record of Title for the subdivided land.

Provide defaults of all subdivision consents

Provide the Subdivision resource consent number and Subdivision lot number for all subdivision consents. Select Add subdivision to add a new row to the subdivision consents list.

Specified systems questions

Identify the specified systems already in buildings or affected by the building work. The compliance schedule lists the building’s specified systems and the inspection, maintenance and reporting procedures needed to keep them in good order. The system defaults your selections from your building consent to the form.

Information for each specified system must be provided by those who are technically-qualified to provide it. See how to add other participants to collaborate to create a high-quality application.

Is there an existing compliance schedule? Select Yes if there is a compliance schedule for the buildings affected by this project and provide schedule number and storage address.
Details of specified system compliance

For residential buildings, a Cable cars option is visible, however for commercial, industrial and multi-residential buildings the compliance list includes the following:

  • SS 1 Automatic systems for fire suppression

  • SS 2 Automatic or manual emergency warning systems for fire or other dangers

  • SS 3 Electromagnetic or automatic doors or windows

  • SS 4 Emergency lighting systems

  • SS 5 Escape route pressurisation systems

  • SS 6 Riser mains for use by fire services

  • SS 7 Automatic back-flow preventer connected to a potable water supply

  • SS 8 Lifts, escalators, travelators or other systems for moving people or goods within buildings

  • SS 9 Mechanical ventilation or air conditioning systems

  • SS 10 Building maintenance units providing access to exterior and interior walls of buildings

  • SS 11 Laboratory fume cupboards

  • SS 12 Audio loops or other assisted listening systems

  • SS 13 Smoke control systems

  • SS 14 Emergency power systems for, or signs relating to, a specified system in any of specified systems 1-1

  • SS 15 Other fire safety systems or features

  • Cable cars

For each specified system, please identify:

  • Existing - the system already exists in the system and is not changed by the planned building work

  • Modified - the system already exists in the system and is affected by the planned building work

  • Added - the project will add this system

  • Removed - the system existed but the project will remove the system

  • n/a (default) - this system does not exist and will not be added

Note:  When you select Modified or Added, you must also provide:

  • Performance standards - reference the NZ standard that describes the performance standard the system must meet
  • Inspections, maintenance & reporting - reference the NZ standard that describes the inspection and maintenance procedures and reporting schedule with which the system will comply to ensure it functions as intended
  • Responsibility - identify those responsible for ensuring these standards are met

Licensed building practitioners questions

Identify the personnel who carried out the building work.

You must also describe any restricted building work carried out or supervised by a licensed building practitioner, including work completed under an owner-builder exemption.

The system defaults your selections from your building consent to the form.

Did the building work include any restricted building work (RBW)

Select No if no RBW was carried out on the project.

Select Yes if the project included residential design, construction or alteration work that:

  • required a building consent

  • and involved or affected a building's:

    1. primary structure

    2. weathertightness

    3. certain fire safety design

  • or any of the planned work was carried out by the owner of the property

Add details of all LBPs involved in the project to carry out or supervise the RBW.
